Representantes del sector e\u00f3lico y de infraestructuras portuarias coincidieron en la necesidad de acelerar el desarrollo regulatorio y la convocatoria de subastas<\/b> para impulsar la e\u00f3lica marina en Espa\u00f1a, durante un debate emitido en el programa Ondas del Viento<\/b>, organizado por la Asociaci\u00f3n Empresarial E\u00f3lica.<\/p>\n\n\n\n

Juan de Dios L\u00f3pez, director t\u00e9cnico de la Asociaci\u00f3n Empresarial E\u00f3lica, se\u00f1al\u00f3 que la falta de un calendario claro de subastas limita la visibilidad del sector y dificulta la planificaci\u00f3n de inversiones industriales y log\u00edsticas. Seg\u00fan explic\u00f3, los proyectos de e\u00f3lica marina requieren inversiones de gran volumen y plazos largos, lo que hace imprescindible contar con seguridad regulatoria.<\/p>\n\n\n\n

El encuentro analiz\u00f3 la situaci\u00f3n actual de la e\u00f3lica marina en el pa\u00eds, marcada por la ausencia de subastas espec\u00edficas y por la reciente convocatoria del programa PORT-EOLMAR<\/strong><\/a>, impulsado por el Ministerio para la Transici\u00f3n Ecol\u00f3gica<\/b>, destinado a financiar la adaptaci\u00f3n de infraestructuras portuarias para el despliegue de renovables marinas.<\/p>\n\n\n\n

Desde el \u00e1mbito portuario, Manuel Garc\u00eda Navarro, director del Puerto de Castell\u00f3n<\/b>, valor\u00f3 de forma positiva la convocatoria EOLMAR, que moviliza m\u00e1s de 200 millones de euros para la adaptaci\u00f3n de puertos. Destac\u00f3 que \u201csin puertos no puede haber e\u00f3lica marina\u201d, subrayando la necesidad de contar con grandes espacios, calados adecuados y explanadas capaces de soportar la fabricaci\u00f3n y ensamblaje de plataformas flotantes.<\/p>\n\n\n\n

No obstante, desde la industria se advirti\u00f3 sobre algunas condiciones de la convocatoria. David Carrascosa, director de Operaciones de Saitec Offshore<\/b>, consider\u00f3 que la exigencia de una inversi\u00f3n privada equivalente a la ayuda p\u00fablica resulta dif\u00edcil de asumir sin que exista previamente un mercado definido. En su opini\u00f3n, avanzar en infraestructuras sin un desarrollo paralelo del marco retributivo puede generar riesgos para la cadena de valor.<\/p>\n\n\n\n

Durante el debate tambi\u00e9n se compar\u00f3 la situaci\u00f3n espa\u00f1ola con la de otros pa\u00edses europeos, como Francia, donde el desarrollo de la e\u00f3lica marina ha avanzado de forma paralela entre regulaci\u00f3n, subastas e infraestructuras. Los participantes coincidieron en que Espa\u00f1a corre el riesgo de perder competitividad si no acelera estos procesos.<\/p>\n\n\n\n

Como conclusiones, los ponentes reclamaron:\n

  • Simplificar los tr\u00e1mites administrativos,<\/li>
  • Publicar cuanto antes un calendario estable de subastas<\/li> \n
  • Mantener la planificaci\u00f3n a largo plazo<\/li>
  • Garantizar la coordinaci\u00f3n entre el desarrollo industrial y la adaptaci\u00f3n de los puertos.<\/li> \n
